It's true, we could give this software away for free; but as I was once told (in relation to a financial class I was taking, as well as other classes) that the reason why they charged for the classes was because, "you value what you spend your money on". They knew that we would either stop coming, or not pay full attention if we hadn't invested into it.
In the same way, we know that if we had offered this program for free you might have downloaded the budget, but the likelihood of somebody sticking with a budget decreases without them investing into it. And at $9.99 it is a small, but extremely valuable investment.
